What Licence Do You Need?

Education and training businesses require a professional licence with an education-related activity code, plus approval from the relevant education authority. In Dubai, the Knowledge and Human Development Authority (KHDA) regulates private education and training providers. Abu Dhabi uses ADEK. Common activities include training institute, educational consultancy, tutoring services, corporate training, language school, and e-learning platform.

Regulatory Requirements

KHDA or ADEK approval is mandatory before operations can begin. The authority will review your curriculum, instructor qualifications, premises layout, student safety measures, and operational procedures.

Instructors typically need verified educational qualifications and relevant teaching experience. Online or e-learning businesses may have simplified premises requirements but still need content and platform approval.

Where to Set Up

Mainland is the default for physical training centres and tutoring operations. Dubai Knowledge Park and Dubai International Academic City are specialised free zones for education businesses. Sharjah and Abu Dhabi have their own education-focused zones and licensing paths.

The Setup Process

Simple training consultancy activities can be licensed in two to three weeks. Full training institutes with KHDA or ADEK approval take six to twelve weeks including curriculum review and premises inspection. Total: four to twelve weeks depending on activity scope.

What It Costs

An education consultancy licence starts from AED 15,000 to AED 25,000. A training institute with KHDA approval ranges from AED 50,000 to AED 150,000 for the first year, including licence, premises, approvals, and initial visas.
